The National Network of Public Health Institutes (NNPHI) is an active network comprised of over forty-member public health institutes located throughout all ten Health and Human Services regions. NNPHI also serves as the National Coordinating Center for Public Health Training (NCCPHT) and hosts an affiliate network of ten Regional Public Health Training Centers (Regional PHTCs) serving all fifty states and US territories. Public health institutes (PHIs) are nonprofit organizations that improve the public’s health by fostering innovation, leveraging resources, and building partnerships across sectors, including government agencies, communities, the health care delivery system, media, and academia. NNPHI is a mission-driven network organization with a growing portfolio of over 50 active programs and projects. NNPHI is funded through a range of cooperative agreements, grants, and contracts. NNPHI also initiates grants and contracts (over 100 per fiscal year) to accomplish its programmatic
and organizational goals. The organization seeks a Grants and Contracts Officer to work on its Finance/Administration Team serving all portfolios. This professional will bring skills in grants management and compliance. This positive, team-oriented individual will collaborate with NNPHI staff and subcontractors/subrecipients to assure compliance with funder requirements and advance the organization’s role as a grant funded organization, as well as a fiscal and program intermediary.
The Grants and Contracts Officer will be tasked with the preparation, drafting, and review of several types of contractual agreements. S/he should have a strong customer service orientation and writing ability. S/he will report to the VP of Finance and Administration
Contract Formation and Administration
- Prepare and draft the terms and conditions of contractual agreements such as subgrant agreements, general service contracts, donor agreements, and memoranda of understanding. This will require a good understanding of the OMB Uniform Guidance, NNPHI’s policies and procedures, and an ability to analyze terms proposed by counterparties.
- • Facilitate the life cycle of grants and contracts including but not limited to the execution and delivery of grants and contracts, reporting, and closeout of the agreements as obligations are fulfilled and/or agreements are terminated.
- Work with colleagues in a timely manner to develop a project’s overall contractual structure so that the full suite of potential agreements and obligations is laid out and well understood.
- Review and negotiate prime awards, including evaluation of terms and conditions for business risks, soliciting and incorporation of feedback from other departments into the negotiation process, and communication with the funder.
- Manage subaward records including assigning contract numbers, performing initial award entry and modifications thereto in NNPHI’s financial system, issuing notifications of subawards and modifications, and collecting and maintaining official documentation for NNPHI’s files.
- Prepare, review and process funder correspondence to request approvals, waivers, funding notifications, modification requests, etc. Manage contractual communications and other oversight as necessary.
- Ensure recipients of pass-through funds comply with federal, state, and other financial and administrative requirements
- Assist the Finance Team to support project financial management.
- Reviews budget submissions to ensure compliance with 2 CFR 200
- Serve as liaison to program staff, providing coaching, guidance, and support.
Process Improvements and Other Internal Support Responsibilities
- Works with Executive Leadership and the Senior Leadership Team (SLT) to improve processes and procedures including refinements to templates.
- Helps optimize technology to better collaborate with colleagues.
- Provides direction and support to the Grants & Contracts Specialist and Grants Contractor.
- Work in collaboration with the VP of Finance & Administration to review and update NNPHI’s Procurement Policy regularly.
- Develop checklists/protocols for analyzing instruments drafted by counterparties and format templates into a consistent form.
- Provide excellent customer service at all levels of the organization. Be responsive, efficient, and friendly with counterparties.
- Perform all other duties as assigned
- A Bachelor’s degree is essential.
- A minimum of three years of professional experience in a relevant field such as contracting, procurement, or legal services.
- Ability to analyze legal, risk, and business factors and explain them clearly to public health professionals, colleagues, and NNPHI employees. Discretion and tact are important.
- S/he must be a team player and contribute positively to the team and organization’s dynamic. The position requires resilience and the flexibility to adapt to changing conditions.
- S/he must possess excellent writing, editing, analytical, and oral communication skills along with an ability to distill complex contracting concepts into understandable language.
- Ability to collaborate effectively and build strong, positive relationships with colleagues and partners, both internal and external to NNPHI.
- Ability to work in a team-based environment, and an orientation to the work that recognizes and values the contributions of all team members.
- Strong time management skills, ability to problem solve, and attention to detail.
- Competence using basic computer programs (e.g., Microsoft Office) is required. An understanding of Salesforce or other grants databases would be desirable but is not required. Familiarity with the nonprofit sector is also helpful
- Working knowledge of U.S. regulations and requirements applicable to development assistance and acquisition, including 2 CFR 200, 2 CFR 700, 22 CFR 228 is a strong advantage
- Salary range of $70,000-85,000 dependent on education, locality, and experience.

- 10% travel is required based on location. This could be more or less based on the needs and responsibilities of the role.
NNPHI maintains two physical offices in, Washington, DC, and New Orleans, Louisiana. We also offer Atlanta-based applicants the option to work remotely. Due to the COVID-19 pandemic, this position will commence remotely. Ultimately, NNPHI requires the position will be based in either of our three locations. Therefore, applicants should indicate their preference to work in NNPHI offices located in New Orleans, Atlanta, or Washington, DC. We will also consider applicants based outside of these locations, but preference is given to the listed locations.
